The Foundation board of directors will select recipients in accordance with the Foundation's Policies and Procedures for awarding grants. The applicant is encouraged to consult these policies and procedures before applying for a grant to ensure that the applicant is eligible and willing to comply with the stipulations for a grant.

Grant applications must be submitted with a profile of the applicant, an explanation of the intended use of the grant funds and the expected benefits to the cultural arts of Texas City. The Foundation considers cultural arts to include: instrumental and vocal music, dance, drama, folk art, creative writing, architecture, design and allied fields, painting, sculpture, phtography, graphic and craft arts, motion pictures, radio, television, tape and sound recording, and other arts related to the presentation, performance, execution and exhibition of these major art forms.

Applications must be received on or before July 15 of each year for expenditure during the Foundation's next fiscal year, which begins October 1 and ends September 30 of the following year. The Foundation's board may in its discretion consider an application filed during the budget year. However, said application shall be submitted not less than sixty days prior to the event for any board action.
