Cheryl T. Hunter The Administration department is responsible for the supervision, administration, and planning the City's financial activities. These activities include financial reporting, utility billing and collections, ad valorem tax billing and collections, revenue collections, investments, debt management, risk management, grant management and budget preparation. The Director of Finance and other staff members provide financial information to the City Commission, Mayor and departments. This department also provides financial services to the Texas City Economic Development Corporation, Texas City Industrial Development Corporation, Texas City Harbour Foreign Trade Zone Corporation, Danforth Health Facilities Development Corporation, Public Facilities Development Corporation and the Texas City Cultural Arts Foundation. The Administration department also administers and maintains the personnel policies for the City. The department addresses all matters relating to payroll and personnel including recruitment, employee benefits, personnel guidelines, labor negotiations and civil service.
